[edit] Introduction
Balvase is the part of Finrize controled by the Kalchichi empire. The weather is cooler than in the Heartlands though still warm, with more frequent rainfall. This is a perfect combination for agriculture, and this represents the major industry.
The fertility of the fields here goes a long way to explaining why Kalchichi is so determined to maintain its presence here - it supplies the food that supports the large population there.
[edit] Historically
Before the Kobolds arrived, Balvase was split between two human kingdoms, Carus and Eastland. Both spoke the same language, but had a history of conflict. As is often the case, there was multiple reasons for the mutual dislike, ranging from religious disagreements to accusations of wife stealing.
When the kobold armies arrived, using gunpowder weapons the locals had never seen before, the two kingdoms proved unable to cooperate long enough to hold of their attackers.
When the kobolds remade Balvase, they ignored most of the old divisions, redefining the land as it suited them best. This had the side effect of assuring that the locals had plenty of opportunity to fight each other as well as plot against their new rulers. However, rather than discending into anarchy, the local kobold overlords learnt how to use diplomacy to settle the disagreements and keep the peace - something which the humans never managed for themselves!

Today the population is made up of a mix of both kobolds and humans. While the people of the Kalchichi heartlands live underground, most of the kobolds in Balvase have returned to living above ground, just as the humans do.
This isn't the only cultural differnce between the two groups of kobolds, though. Those that live in Balvase tend to be less bigoted than those from the Heartlands. Left to there own ways, it would seem probably that the humans and kobolds would live together in harmony. Fortunately, they are not allowed to do as they wish - the rulers from the Heartlands insist on passing down laws from above and sending their own people to oversee important projects. Both of these measures result in heavy handed techniques that stir up resentment amongst the humans.
