De Camp's involvement in Conan went as far as editing Howard's work from Weird Tales (sometimes to the point that he had rewriten most of the book) & writing some of the continuing adventures of the Cimmerian barbarian, and his efforts did keep Conan alive long after Howard's own death.

But he did not create him.
